2.Duel Ref's Take me and Jesses duel for example we both had our own definition on the effect of majic cylinder
3.what about a fusion monster that doesnt exist but we can olny have 2 inour deck and they have to be approved. Heres an example:Red Eyes Black Dragon and Nitro Warrior would make Red Eyes Nitro Dragon

1] custom cards is a big N.O.

2] we might get duel Refs as soon as people graduate out of Obelisk Blue

3] back to #1. NO CUSTOMS.
